Material between hull liner

Has anyone come across the stringy/straw like material in between the hull and the hull liner?  I recently cut my deck out, and saw some of this material.  I was wondering if anyone knows what it is.  It is certainly non-structural, and seems like they might have layed it in for sound dampening.

Any ideas?
